Srinagar, Nov 08: The Chief Minister Omar Abdullah Monday directed the Administrative Secretaries to move fast on the process of engagement of 45,000 young persons in various departments under the new employment initiative announced by the government.
“I want fast results on this front as also successful implementation of Sher-i-Kashmir Employment and Welfare Programme for Youth (SKEWPY)”, he stressed.
Omar Abdullah told the Commissioner/Secretary General Administration Department to arrange the meetings of employees’ union leaders with the Cabinet Sub-Committee looking after 6th Pay Commission benefits to the government employees.
“We have formulated a road map of providing 50 percent arrears to the employees but it needs further discussion and interaction with the leaders of employees in an amicable atmosphere”, he said adding that such interaction meetings between the Cabinet Sub-Committee and the employees should be organized soon.
Laying stress on improving public delivery system of the government, Chief Minister, Omar Abdullah Monday asked the Administrative Secretaries to make every effort of making good of the loss of time due to law and order situation in Valley during last five months, by putting vigorous efforts in achieving development targets.
The various Administrative Secretaries briefed the Chief Minister about certain important issues and the road maps prepared to move forward on development front with added force.
“There is still scope to make up the losses incurred due to disturbances in the physical and financial target realization”, he said and told the Administrative Secretaries to gear up government functionaries at all levels to help fast track the process of development so that works were completed within the stipulated timeline.
“While the smooth functioning in the Civil Secretariat is important to clear schemes and give administrative approvals to the works, the field visits of top level civil officers was imperative for monitoring the progress and ensuring judicious expenditures”, he said.
Omar Abdullah emphasized the need of maintaining the quality of works under all circumstances adding that the achievement of physical targets should not mean compromising the quality of work. “I recognize the quality of work the prime ingredient in the successful completion of projects”, he said.
The Chief Minister said that people have high expectations with his government and the administration has to exhibit its best ability to address the public grievances and reach out people in every nook and corner of the State. He said there should be complete synergy between the Civil Secretariat and the district offices so that progress on works is achieved as per the plan and time frame.
He told Administrative Secretaries to make the full use of video conferencing and asked them to utilize this facility to keep eye on development front constantly. “Moving of offices to Jammu should not deprive the people of Valley and Leh and Kargil from the constant attention of the administration”, he said and directed the Administrative Secretaries to regularly visit the Valley and keep eye on the development and rehabilitation process in Leh and Kargil. “No area of the State should lose the attention of the government at any point in time”, he said and called for constant rapport of the administration with the people at grass roots.
