What is CCDU? Sham Asks clueless officers

Sanjay PanditaJammu, Feb 23: What is CCDU? Can anyone give me the extended meaning of this abbreviation? This question was asked by none other than the State PHE and Irrigation Minister Sham Lal Sharma recently during a meeting of the PHE officials in winter capital. 

Surprisingly, none of the officers including the Chief Engineer were able to answer the Minister's question even though crores of rupees are reportedly being spent annually under this scheme by the department?
Sharma was aghast at the more than callous behavior of the PHE officials. He immediately ordered an enquiry into the spending under CCDU (Communication and Capacity Development Unit) of the department. To fast track the investigations into the huge expenditure under a scheme that has surfaced in the department an outside investigating agency has been brought.
An ex-Chief Engineer engaged as consultant to PHE and Irrigation department by the former PHE and Irrigation Minister announced his resignation after the surfacing of the alleged scandal. The consultant has been asked to stay on by the present PHE and Irrigation Minister till the probe is completed.
In a related development the CE, PHE issued a statement saying that CCDU is a sister organization of the department and the CE PHE does not control its expenditure or functioning.
This could well be one of the many scandals in the PHE and Irrigation department those are likely to get unearthed because of the change of guard at the Ministerial level in the department.
J&K has seen many scandals and financial scams in the past as well. What one can genuinely hope from Sham Lal Sharma is that the guilty if any in the CCDU scam are quickly brought to justice and if there has been no wrongdoing in the expenditure incurred and the functioning of CCDU during the last four years then a white paper is issued to place the facts in public domain.
